    Okay, that didn't work either, but found the solution in Microsoft's page of all places. Disabled Recording with GameBar and disabled my controller from activating GameBar. Thanks for the help @Murasaki

    Something must be up with the steam protocol registries not executing the needed commands. Check this in regedit
    HKEY_CLASSES_ROOT\steam\Shell\Open\Command Should be "path_to_steam.exe" -- "%1"

    Okay type "default apps" in the start menu so it opens the Default Apps in settings. Go to the bottom "choose default apps by file type". Wait for it to load all filetypes and scroll down to .URL and select "Internet Browser". Hope that shakes up the file associations and fixes whatever is happening.
     
    Alternatively you can test this with making another user account.

    Ok i have a really weird one guys. Reinstalled Windows about 3 weeks ago, just downloaded and installed Steam in the very same directory as previously, checked all game files, but when i launch a game, the stupid window asking my what to open the Steam launch URL with pops up. The popping up thing isn't the annoying part. What is annoying is that i makes the drivers not recognize the game as supported 3D application and AFMF starts disabled. If is Alt+Tab and Disable and Enable again the AFMF from the adrenaline options, it enabled, BUT it defaults the GPU to the default settings instead of RAGE. So the question is, how to stop windows from constantly asking me what to open my Steam games with?

    It only happens with Steam games. Doesn't happen with GoG, doesn't happen with BattleNet, doesn't happen with older games i have installed from imaged CDs.

    With 14700k, i would go straight for 1000W. The difference in price between 850 and 1000 is often less than $20, so no point of holding back. Better have some proper reserve. Don't be afraid however to try and run your rig on the PSU once or twice. It WILL be able start it and probably even run Furmark w/o a CPU stress test at the same time. IT's just when you have both components under load that you might experience some of the protections tripping. So just to make sure everything works fine, you will have no trouble as well as browsing the web, watching some movies, playing some light games. When you get to the "heavy lifting" you might start having issues.

    Nice spotting there, bud. I saw something was off, but didn't go all the way of checking out which connector it is.

    If this is troubleshooting and you can't get it to turn on, you left the power switch disconnected.

    Took another look at the video with a fresh head this morning and it sounds like it's either shorting out somewhere or a faulty capacitor. Check the backside of the motherboard, if there isn't something touching where it shouldn't be touching and inspect the motherboard capacitors. Also try to locate if it's coming from the bottom or the upper part of the motherboard. Also also - check your 24pin connector and take a look at the cable if all the pins are there securely. And while the motherboard is out, look for any signs of corrosion or discoloration on the back of it around any of the elements, mainly the capacitors and the VRMs.

    So a re-paste is well deserved. But as for the memory temps on the GPU, you have to enable that in Afterburner, cause currently they are not showing on the graph.

    Also don't mind the conductivity remark. Unless you use liquid metal or a paste that specifically says it uses metal filings in it (it's been a while since i saw such abomination), all modern pastes are safe for electrical conductivity. Even if it squishes out a bit, it won't be an issue, it just gets into a bigger mess to clean later. 
    As for brands - i use Arctic MX-6 cause it's not that expensive and performs really well. IF you want a more premium thing, you can go for KPx Kingpin Extreme.
    Also for the method, on the old whole IHS (not the latest Ryzen 7000 series edgy ones) i went for one blob in the middle the size of a pea and 4 smaller blobs, basically a touch and go towards the four corners of the CPU. Works great especially on the 5800X3D.

    It should be in the windows power settings or another similar setting I believe, not sure exactly, setting high performance for Graphics or whatever it is will default to the dGPU instead of bouncing between both GPUs

    Temps are a bit better, but 35°C delta between average and hot spot is A LOT. With the 6600Xt you should be looking at 65-70°C average and about 80°C hotspot.  Are you sure you spread the paste evenly across the whole die? Don't be afraid if a lil bit squishes or falls from the side, it's electrically non-conductive. What paste did you use? Arctic's MX-4 and MX-6 do a perfect job for GPUs if you don't wanna blow your cash on the more expensive stuff. Also check if you pads are put correctly and aren't forming a bulge. When screwing down the cooler back on the GPU did you use cross pattern or just went corner by corner for tightening the screws? Also what did you use to spread the thermal paste?

    99.9999999% certain you have poor contact with the die on AT LEAST one of the corners. Average GPU temp is normal at 71°C, but that 115°C hot spot is not. At least not when your average temp is so low. When you disassemble the GPU you will probably be able to see the issue with your own eyes. Repasting a GPU btw is a bit different than CPU. You need to spread the paste evenly across the die, every single millimeter. Don't wait on just the mounting pressure from the cooler.

    I would disassemble the card and repaste it, and check if the pads need renewal too. A so called GPU service. 
     
    It is less than 3 years but plenty use can cause dry paste too. 
     
    unless you OC'ed it hotspot should stay below 80C with fresh paste and pads that fits.

    Tried a few games with AFMF. If it works, it works no matter of the settings or the game. But when it doesn't it simply refuses to work at all. The instant reboot after launching any 3D application is really interesting. It's not CPU related because no matter how much i stress the CPU no issues are present. It's not memory. In my mind it's narrowing down either to GPU or PSU, with as mentioned my gut feeling pointing towards PSU. Anyone with any idea how to stress the PSU specifically?
    As for the GPU although OC-ed it goes beyond 340W, it never exceeds temp of 77°C with Hotspot of 85°C. Well within the specs for the Nitro+ Vapor-X RX 7900XT, which btw is advertised as 368W Total Board Power card on Sapphire's site.

    For 420mm rads you will need a pretty big case. I have the Phanteks G500A which supports 420mm in the front and it's certainly not small, but the plus to that is there is A TON of space for cable management and for ENORMOUS GPUs.

    Couple of things there: 
    First: The Kingston NV2 drive is a gambler's drive. You don't know what you will get exactly when you buy it. It's offered with different controllers and memory chips and its performance and reliability can range from "awesome for the money" to "complete garbage; would've been better with an old school SATA SSD with DRAM".
     
    Second: €130 for B550 mobo when it's gonna run the slowest Ryzen 5000 CPU is a complete overkill. With what is basically a 35W processor, it can safely drop down to B450M mobo like the Asus Prime B450M-A II and still be more than enough. 
     
    Third: RX 580 in 2024 ??? The 6650XT is just €100 more, but drags it all across the ring. 
     
    And fourth and final - 500W PSU??? Yes it's a low power system, but for the same money a 650W is a no-brainer.
     
    If he wants to scrape the bottom of the barrel with brand new stuff, there is a better way:
