I'd go for a 3100, just make sure you get a decent mobo so you can upgrade down the line to a 4000 series or maybe even 5000 if it is supported.

The 4000s series is expected to launch at the end of the year and it likely won't feature any cheaper SKU than what is currently available with the 3100/3300x.

If you can wait and you're satisfied with what you currently have, do wait until you no longer can, because there's always something better around the corner after all.

But if you really want to upgrade now, go for it. It's your money, you decide how to spend it.
