    How are you stress testing and what's core voltage at under load? What's the pump and fan rpm at? Have you tried reseating the cooler? 
    What were load temps before? Are you running stock speeds or oc'ing?
    Thermal paste will generally last a few years without much performance degradation due to thermal cycling / pump out.

    I would use a can of compressed air and dust the PC and clean the fan filters if your case has them, I would replace the thermal compound on the system and see if that solves your overheating issue, if you don't want to have to change thermal compound often or experience cooling performance degradation due to the thermal paste, maybe get a CPU thermal pad instead of traditional thermal paste.
