My pc wont Turn on safe mode, it goes to system repair which it wont help or do anything it crashes like in awhile or restarts since it cant repair itself.

I used to run my Pc with a gtx 780 and it was still doing good considering i dont play games that much and slight editing. But recently one of the soldered iron broke off from my video card, i dont know how it happened, i just notice it come off. Although i was worried, but i can still use my pc since it has a built in graphics. but when i took off my videocard and try to turn on my pc. It crashes, it wont properly boot. It runs on windows 7 ultimate x64 bit, i lost my product key and all. i am desperate to find a fix to this since some of my files like School related or other important documents are in the pc.

Hello, Im sorta new to the whole pc building and stuff. Since i wasn't much of a fan of Pc parts and the likes since i would just rely on my uncle (who knows his stuff). But now since my old pc is outdated and sort of broken. I wanted to have a budget PC that ranges around 500$ to 600$. i wanted to ask Some guidance with you guys since i dont know much of this stuff especially when it comes to cooling and the psu. I need some guidance pls
