Quality isn't strictly connected to efficiency. 80+ white is fine in terms of efficiency, but the quality depends on the actual PSU.

Safe way to adapt a 4 pin CPU to an 8 pin?

What IS your budget exactly? Hard for us to actually recommend anything when we don't know what you are willing to spend? -
There was nothing to extrapolate.
-
I'm well aware of the existence of the European CE. Not sure what your point here is when the CE mark shown in the PSU photo is clearly not the Conformité Européenne mark, as can be seen from the spacing (as shown in your link, I might add). Bottom right is the zoomed in CE mark from the PSU photo above.
-
Spacing on this one is China Export, not actual CE
-
This is not the legit one though. You can tell from the spacing.
-
Even better, that "CE" simply certifies it as made in China. So you know you have an authentically Chinese power supply.
-
Remember. The CV650 is better than the CV550, and not just in the wattage (as I learned yesterday).
-
360W on the 12V for a "650W", 99W on the 3.3V and 180W on the 5V? What decade are we in?
-
Yeah. If you can find a grey label CX550 (non-M) it's actually slightly better. It used to be that you can get a good 80+ Gold PSU for $100 USD, but recently that hasn't been the case.
-
If your budget is $75 max then this is the best option I see. At least on Walmart.

Why not this? https://www.walmart.com/ip/Corsair-CX-Series-450W-80-Bronze-Power-Supply/51911786

From a comment you made on a review for these units it sounds like you can't get a less ethical brand either. Cost down the product after the review without telling anyone.

is the seasonic s12ii 620w good for this build?

It's a 10 year old group regulated unit that performs like garbage when crossloaded. You don't want this powering a 3600/2070. -
The CV650 is DC-DC? I thought it was just an upgraded VS, which is group regulated.
