Hey, i just found out that my gpu fans is not working, could it be the problem?

I got this problem where every time i start to play a game, my pc screen freeze and this dot starting to show up, sometimes it just close the game but sometimes it restart my pc. What is it? And how can i fix it? i use Nvdia 1080Ti i7 16Gb ram
