    I have all this issues with my RTX 2070 SUPER : 
    Low LOD and/or Texture Streaming Late, Objects like Trees, Grass, Textures, Shadows, on Wall and others stuff pop in at mid range or pop in far but disappear and re-popin at MidRange (GTA V (Pedestrains and Cars Too!!), The Outer Worlds,Conan)
    Glittering Lights, Glittering Shadows (GTA V, Borderlands 3, The Outer Worlds)
    I REPEAT :
    RYZEN 3800X with my old 970 ? NO ISSUE AT ALL !!
    RYZEN 3800X with my brand new ASUS RTX 2070 Super ? ALL THESE ISSUES !!!

    So why an electrical problem should impact my brand new card and not the older ?

    And NO, Guys, this is not ''How Games Are'' or ''How Games Looks like Now'' etc.... I Remember exactly How my GTA was with my 970 and How The Outer Worlds was too...
    I will try to change my RTX 2070 Super to the second PCI Express Port, I will tell you
