Had the exact same issue a while back, ended up being an issue with Logitech gaming software for my G502. - This might make sense since you said your mouse flickers.
If you have that mouse or use Logitech gaming software it's a possibility, just disable it at startup.

It's really not worth spending $120+ on a board just to get a 10-15% boost in performance. Unless, you intend on upgrading the cpu to a newer ryzen chip than yours.

Your PC is pulling about 400 watts from the wall, give or take.

From what I've heard in the past few weeks, the driver situation has improved on the AMD side. I mean, I've still seen people complain about black screens and so forth, but not even close to what it used to be like. Also, if you can get your hands on the Nitro+ 5700XT for cheaper than a low-end 2060S then that's a really great deal, as that's one of the highest-end models out there for the 5700XT.

So if you have 1080p and want dxr the 2060S will be nice, if you have 1440p and dont care about dxr at all and the 2060s will be short at 1440p with dxr on get the 5700xt as it gets more fps in most of the games.

I think the 5700xt is a better buy, but get a good cooler one, Red devil or Nitro+.

If you're trying to get the most out of your money, then definitely go for the 5700XT. It's closer to a 2070S in terms of performance, rather than to the 2060S, on average.

Your a missing the point! You don't need RDS User and Device CAL. You need WIndows Server CAL of one kind and RDS CAL of one kind. If there are 3 users then you need 3 Windows Server User CAL (no matter how many devices in your network) and you need as many RDS User CAL as there are users connecting to the RDP. If that's just one, then you only need 1, if it is 2, then go for 2. WIth 3 RDS User CAL all 3 users can use the RDS service. If you need an Exchange server, you will need Exchange CAL as well.
