    Unless you plan to get the higher end cpu whenever ryzen 4000 releases(like the 4900x) then the motherboard is complete overkill
     
    Reducing the price of that along with the windows 10 , you could even get the 5700 or the 5700xt plus a faster ram

    Looking at your build I'd change:
    The motherboard to something B450. Chances are, with your budget, you won't be upgrading anytime soon so the fact it doesn't support 4000 series isn't an issue. I'd get a 1TB SSD, and drop the HDD; you can add one later if needed. Spend some of the money saved on a 5700 XT

    The Win 7 license is iffy. If it's a Win 7 Pro license (non-OEM) then you should be able to use it for Win 10 Pro (probably the same for Win 7 Home to Win 10 Home). If the computer you used it on is no longer in use then it's not considered "in use" and you're fine. But again, that only works if it was an "OEM" key.

    This is what I recommend if you have to intention to do heavier gaming. If you do, get the 5600XT
    This includes faster memory, and saves you $100, I recommend you get a Windows 10 key from Kinguin, most people use it.

    That one should be okay then. Just install Win 10 directly (don't even bother "installing 7 and then upgrading"), say "skip" when it asks for a license key (cause I don't believe it'll work during the installation), and then when your actually booted to windows and connected to the internet, go into the settings and there should be a big note at the bottom to "Activate Windows". Put the Win 7 key in there and it should work. If not, windows will still work you'll just have a watermark in the bottom left corner until you get a working key. Certinaly nothing to lose.

    No, you just make a Win 10 USB installer and install Win 10 with it. Getting official Win 10 install media is very simple: https://www.microsoft.com/en-us/software-download/windows10, unlike with Windows 7 and 8 where it was nigh impossible without purchasing it directly
     
    You just need the activation code (bunch of letters and numbers separated by a few dashes) that should be printed on a sticker, usually on the Win 7 DVD case 
     
    Not sure there's a way to remove the watermark though. Maybe, but I honestly wouldn't bother. If the Win 7 key doesn't work, grab a 10 key on eBay or a key site for a few bucks.

    I'd probably get this slightly faster RAM (unless that's B-die, which i don't think it is, as for $10 more you get 3600 speed RAM with decent enough timings) I would definitely not pay retail for Win 10. if you have a Win 8 or maybe even Win 7 license (non-OEM, or at least un-activated OEM) then you can use that. If not, they're under $15 on eBay and a number of other sites. If it saves you much, you could probably go for a little bit lower powered PSU. PSU prices are pretty terrible right now though so I'm not sure you will. If your budget was including the Window license, throw the extra money into a better GPU. Since most don't list peripherals they're not usually included in the budget but since you added the monitor, do you need a mouse and keyboard as well?

    3. You can tone down on the psu down to about 550w.
     
    4. You can get cheaper copies of windows 10 online.
