    Well that's what I just fucking did and your dumbass doesn't know the answer, and are giving lazy feedback on a serious question. Clearly there is a PCIe 4.0 compliance hurdle and I am asking for somebody actually knowledge (not you) to break down and/or explain this hurdle, because it exists.

    Well clearly there is a difference because AMD states here that a PCIe 4.0 ready systems (Ryzen 3000, 500 series chipset) using a PCIe 4.0 graphics card and a PCIe 3.0 riser cable can have stability issues. 
    So clearly you are incorrect and there is something deeper down than neither of us understand. If you don't know, don't answer. That is common etiquette for this forum, and pretty much any serious question posted online.

    Well it would be possible to own both GPUs at the same time. So run a bunch of benchmarks using the 960, both in benchmark apps and in games that you play, record all the results. And then unplug the 960 and put the 1060 in. Re-run all those same tests (it's ok to do a spare test with changed settings if u exceed the 1060's VRAM) and then compare the results.
     
    Once u have analyzed everything including stuff like does the 1060 fit well in your case and if there is any complications or problems with the 1060 (i.e. does it cause a black screen every once in a while, is it unstable), then it's your choice to keep the 960 or move to the 1060. 
     
    But @Voidus's advice is also pretty good.

    Not automatically, to my knowledge. 
    I only had the device for a week, but as far as I could tell, it was locked to whichever refresh rate you set it to.

    Performance difference is generally only a few percentage points. Probably most important is warranty details of companies. Some are better than others, and some offer future upgrade paths for discount.

    To add to @Nathanpeteperfect post.
    These things are capacitors, and theres big ones in your PSU and some smaller ones on you motherboard.
    They kinda act like small batteries among other things. So thats where the power comes from.

    It might be that Rust is thread bound, which means that you need to go into the graphs section of task manager, and select CPU, right click, and change graph to Logical Processors. 
     
    If any of those 12 graphs are locked to 95-100%, then that means it is thread bound. 
     
    In such a case, a CPU upgrade to a 5600X could be justified.

    There is a buildup of charge in the system over time. When the PC shutdown, there isn't really anywhere to expell this charge, but for some reason your motherboard have it so that the power is most easily expelled through this LED. 
     
    Nothing to worry about.

    If you're not in the US then it's the opposite, i.e. GameStop blocking traffic from non-US locations because restricting traffic to only places where you actually sell is an easy way to block attacks, quite a few shops that don't sell internationally do that.

    my best assumption is that this is a "quick and dirty" method to greatly limit what nefareous things you could do on the network, while still allowing the 'key services' like M365, apple stuff, and android stuff to work.
     
    i do have to say that as a european it seems almost stereotypical USA to block anything abroad as if montreal is somehow worse than kentucky.
     
    on the EU side of things, especially in the last few years, it's become commonplace to geoblock regions 'you dont have business with either way' or in other words.. the countries of which people are unlikely to end up on your location, and as a result may have to 'phone home' from your guest wifi.
     
    also... dont see this as "they're blocking VPN's", all they're doing is blocking regions.. chances are they never even considered VPN's in making this policy.

    They realistically might have enough cash burning a hole in their pocket that buying a second 3080Ti isn't such a bad idea. For most people, I would highly recommend NOT buying a second GPU, especially such a pricey one.

    DDR5 RAM overclocking with more than 2 DIMMs is basically not a thing. So, even more so than with DDR4, 2 DIMM slots is better.

    The Intel ARC will be the first commercially available GPU with HW accelerated encoding. 
     
     
    Currently you can only use CPU for SW based encoding which is extremely slow and not suited for real time encoding even with the most powerful CPUs at settings that make sense. 
     
    SVT has better quality because of bigger compression but is also quite a bit more demanding than AOM at least from what I tried months back.

    Dude, $25k USD is an absolutely massive budget. You can get the absolute best of the best of consumer hardware for $10-15k in the USA. Hell If u got that sort of money, you could probably get in touch with a medium to large size tech YouTuber and they will do the build for you and make a yt video out of it. They will be knowledgeable and skilled enough to get it right.
