5600x and 6900xt for pure gaming but I would do 5900x and 3080 because U might need the extra cpu performance later and the performance is not that noticeable. What do you plan to play tho?

u dont need 2 4k 144hz monitors and even if u do go with the lg ones they are overall better

get crucial 32 gb rgb white 3600mzh cl16 ram for cheaper

I checked some benchmarks on the NH-D15 vs a Kraken Z63 (which is the liquid cooling I was considering earlier) and it seemed like the temperatures were similar AND the NH-D15 was quieter most of the time. 

trust me its like 20-30 dollars more but it is 110% worth it in the long run

these are some cheap ones too but I would not suggest because the color preproduction is really bad on them and I have not really heard of them

I already ordered a few things for a new pc like a case, a noctua cooler, and a 500gb nvme, and I wanted to order ram and a psu just to have it ready for when the new hardware comes out and cause I also heard of the low stock of psu but I am not sure if the psu I am interested in is a good deal? And should I return and of the things I have already ordered to maybe wait if better hardware were to release?

yes hold off until 3rd gen rtx and see what it gives
If you want to handle work loads and game the 3900x is better but I would go for the 3900xt and I you want almost pure gaming then then go for the 9900k because they are identical and the 9900k is cheaper 
also Can you tell me what games you play. if budget  the 5700xt but if fps games then 2070 super or 3rd gen but I suggest the latter
