Any program is made so it will ask to install to the 'C:' drive.
The only thing you could do is go to Settings > System > Storage > 'Change where content is saved' at the bottom and then change at least where other sort of files (documents, pictures, etc.) are saved by default.
That doesn't change the programs situation though

so i recently upgraded to an ssd for my boot drive but every time i install a new program i have to manually tell it to install to my hard drive instead of my ssd
