After weeks of trying various things with no luck, it turns out the whole problem was due to MSI Dragon Center. The balanced plan restricts the CPU voltage and locks down the speed to 3.6Ghz, which is just plain terrible. After uninstalling the dragon center and resetting the bios, the problem has disappeared. Thanks for the pain MSI.

I recently built this system with Ryzen 5 3600 and MSI B450 Carbon PRO AC MB. I am running all the latest drivers for everything and bios is up to date. When I start up the system the CPU remains at its base speed no matter what and won't boost. I'm not running the stock cooler, I have an AIO and it keeps the CPU at cool temps. Funny thing is, when I go into AMD Ryzen master and do a reset CPU Parameters, CPU starts boosting immediately and everything goes back to normal. At this point if I restart the system, everything is still normal. However if I do a cold boot, I end up with same problem again. I have 32GB 3200 G-Skill Trident Ram and XMP is enabled. I can't think of what could be the reason Any help would be appreciated. Thank you
