    For your reference OP, i also use almost the exact same setup as yours which is
    - 5800x3d
    - 32gb Ram
    - 2 HDD's, 2 SSD
    - 4 case fans
    - RTX 3070
     
    Been running this setup for 1.5 years (before 5800x3d i use a 3600)  with a Corsair RMX550 and see no problem at all. If the 4070 consume less than 3070 and have less spikes than 3070 then i see no problem running it with your PSU, given that your PSU is good enough to handle the spikes on the rail and have enough safety. 
     
    But of course if you had more budget, a new PSU with a bigger headroom is always nice

    You are stacking safety factor on top of safety factor on top of safety factor and telling people to spend more money then they need to both now and later, and spreading FUD based off your ignorance. "Moral obligation"? because you think a 650W isnt enough? If it were to blow up and take his system with it... Its Seasonic, you talk to them about your 1 in a 100 million PSU that should not have passed QC and get it handled. Go ahead and spend the extra couple hundred for your own piece of mind, but dont push that on others.

    OPs system could safely run on a 550W PSU, SAFELY RUN, for years. Dude is running a 230W GPU and a sub 100W CPU. Everything else in the system taking 50W and you are not even at 400W Draw at full load. Transients sending it to low 500s for sub ms times in the worst cases, but thats literally what a cap is for. 

    650w is already a safety factor, it being high quality as in, it can eat transient loads up to 140% (this is how fuses work in everything) and wont heat up and pop OCP is a safety factor on top of that. It using caps rated for 105C when it that model never goes above 60C is a safety factor.

    Even when delivering 720W to the PC, and sucking 840W from the wall, it maintains a cool 57C, Not saying treat it as a 720W PSU, because OCP and all, but that its ALREADY overbuilt. 

    If we talking about some PSU that is lieing about its capabilities, you might have a point. but that isnt the case here.
     
    We are not talking about PSU from 15 years ago that were built with 60C rated capacitors that would slap a 750W on the side and call it a day.

    Nope. The connector on the GPU end is only rated at 150W, the cable (technically speaking) can handle ~550W. It's just that it's better if you don't get close to that figure. 
     
    The power connector situation is not why I'd be concerned about running a 3070 on that PSU. The 3070 draws about ~250W on average, but 30 series cards tend to spike quite a bit, with some spikes reaching the neighborhood of 400W which can trigger OCP on the PSU. 550W is basically as low as you can go while having a shot at the card running.
     
    It wouldn't hurt to try the PSU and see if it's OK, that PSU is good enough that the protections should save you if it's not enough, but If you do trigger a protection and the system shuts off mid game, Swap the PSU.

    Oops sorry, the better one is the CX (White Label) not CXM hehe, it's a tough one tho searching for any corsair PSU that is in stock in Tokopedia or EK, i'm waiting for almost one month for my Rmx 🤦‍♀️

    Technically its enough for 3060Ti/3060, but if you want to change your mind and getting a 3070 or else, stretching it to a 650 is good. If that's the case then go with boggy77 advice, coz a GPU and PSU alone is eating up your budget a lot because of the insane GPU price right now

    i'd get psu and gpu for the whole budget, and wait one more year or so for cpu and mobo upgrade.
    a good 650w psu, like a corsair cx650 (minimum), would ensure you can throw almost any gpu in there.
    as for gpu, aim for a 3060ti/3060. that should fill up your budget, but still work fine with your ryzen 3400.

    Are you in a hurry to upgrade? First of all the price on all those online shop is insane tho especially for the GPU, i look up to 3070 last December for a 9.3 Mill IDR, now its averaging for 16-17 Mill IDR (Tokopedia). For a PSU you can look up to Bitfenix Whisper 550 or Corsair CXM 550 or look up to this forum PSU Tier List > B Tier. For GPU a 1660 Super will do,  but looking at the GPU prices right now, if you can snag one out with a normal price then grab it, otherwise its best to wait for the prices to come down. Motherboard i suggest getting a B550 A-Pro from MSI or a B550 Steel Legend. Case i recommend a Phanteks P400A. And last CPU, maybe get a second hand 3600 or 3700x because the price for the 5xxx is quite high right now.

    This. But some just don't seem to get it. Music industry is particularly shit at self awareness. And movie industry isn't far behind. They keep on bitching and whining and when I want to buy MP3 music, I can go... where? There is bunch of garbage services that either have poor selection or there is something like iTunes which gives you limited options. Movie industry isn't any different. I'd watch tons of brand new movies as they hit theaters. If I could stream them to my home the moment they are released. I'd literally PAY for it. Yet that's just not even possible. Netflix? Sure, it's good and has ok content. Until you realize how monumentally they are screwing us with amount of content available to us Europeans. Of course they don't mention this anywhere, at all. Until American users tell us how much more content they have compared to us. And then whole movie industry is like retarded pikachu when you pirate something because they are apparently too dumb to sell it to you.
     
    Steam doesn't seem to have that problem. There is very little content that is region limited. So, if it's released, you'll find it on Steam. And I'm gonna buy it before I'd ever pirate it if it's easily accessible, convenient and works. And it works so well I can't be bothered digging around for cracks even if that means I could play the game absolutely free. Now, when you reach that level, you're doing something right. Which still can't be said for movie industry particularly where I'm rather just wait for a rip because I just hate going to cinemas and there is no alternative for that. I sure as hell am not going to buy DVD's or BluRay's for movies. On average I watch movie maybe twice if it's really good, but mostly just once and that's it. Unlike games that I often play many many times because content is different on every play. And even there, stockpiling physical mediums is annoying as space is limited. Steam library is limitless. Or GOG library if you don't like DRM...

Dropping $4K into something that's going to be nearly worthless in 5-10 years isn't a wise financial decision. If you must upgrade, you could temper it back to half the price, and still have a nice setup.

    its in tier B, and yes it okay to pair it with a 5700 xt. or even the 2080ti which will at times pull north of 250w. which is where the OPP/OCP on the System Power U9 500w might trigger. not that it matters a lot, as if it triggers, no harm is done to other components.
