    Please avoid the B450 motherboards.  They are going to be incompatible with the next generation of Ryzen coming out this year.   People are recycling the same parts list for the last 2 years.
     
    You are using this to play games - right?  You don't need anything more than a 3600.  Period.  Those who are recommending more are wasting your money. 
     
    There is almost no reason to have a mechanical hard drive.  As Linus says, welcome to 2009. 
     
    Remember a lot of things are coming up soon!  If you can wait . . . .
     
    That being said I'm trying to hit your lower $1500 mark.  I don't use PC-partpicker because it links scalpers and leaves off many reputable shops.  Also, I think people who are going to build their own PCs should not be spoon-fed at this point.
     
    1.  AMD 3600 don't spend more than $180.
    2.  3600 MHz 2x8 Gb ram CL16.   I recommend GSKILL for reliability and compatibility.   Shouldn't spend more than $120.
    3.  Phanteks P300a.  $60 - an excellent case if you want inexpensive quality.
    4.  Buy a x570 motherboard - $200  You can use the ASUS Tuf or try for a better one.
    5.  2 case fans - You shouldn't have to spend more than $25 unless you want RGB or Chromax.  If you don't know fans, get Arctic PWM.
    6. Monitor -Acer Predator XB271HU bmiprz 27" WQHD (2560x1440) NVIDIA G-SYNC IPS Monitor, (Display Port & HDMI Port, 144Hz), Black  Don't Pay more than $500
    7.  Sabrent Rocket Q 1TB NVMe PCIe M.2 2280 Internal SSD High Performance Solid State Drive R/W 3200/2000MB/s (SB-RKTQ-1TB) $130.  There are similar ones for the same price.  They are all basically the same.
    8.  any one of the previous power supplies chosen will be fine. $100
     
    That brings you to no more than $1300.
     
    At this point you can choose your own RTX graphics card and peripherals.

    I would say a 3950x is overkill.  The 3900x will be fine imo.
     
    At your price point, go ahead and get the 3600 MHz.
     
    I have no experience with Corsair AIOs.  I tend to do custom or air.

    Don't buy DDR4 it doesn't work with your system.
     
    What motherboard?  I would first try to OC that CPU (if you look, that CPU is only SLIGHTLY slower than say, an i5 6500 - intel generation upgrades were bad back then)
     
    EDIT - if motherboard and cooling solution allow it, OC the CPU you will find decent gains there.  An RX 570 8gb would be paired very well with that processor especially overclocked.  If you are not playing games that utilize all of your RAM, and you are already in Dual Channel configuration, you wont notice an upgrade to 16gb.  If you play games that can use more than the sys memory you have available (or its not in dual channel) then it would be an upgrade to add another 8gb.  What sucks is how expensive DDR3 is since its past EOL.
     
    EDIT 2- get an SSD, that in fact would make you think you were on a new system imho.

    I built my own desk while in my last year of high school in my wood shop, I LOVE my desk except for the piece of plywood inset on the tabletop that has a bow in the middle. 
     
    To the OP, if you like doing DIY projects and have the tools and equipment to do it, I would recommend building your own computer desk.

    Oh hell no. I said that way earlier in the thread. Nor would I recommend anyone spend $35 on that ancient EVGA white unit in 2020. This was responding to you saying it was made for a Dell. Dell offering a surplus PSU for sale doesn't mean it only works with Dell PCs.

    As far as a combination I have a 9400f which I coupled with a 2070s last year and it’s never been cpu bound.
     
    So it is plenty of power for a 1660s.

    There's nothing proprietary about it at all. It's just a form factor no one's Dell stopped using in 2007. I've powered plenty of ATX PCs with BTX PSUs before when the case allowed for it or a tester was needed, and that includes PSUs from Dell. They're all made by the same few companies anyway, then given a Dell label. That one's probably made by Delta.
     
    At the heart of it, a PSU is a PSU is a PSU. Dell, HP, whoever might do funky things with the pinout to try and keep you from (gasp!) replacing their PSU and upgrading the system, but once a $5 adapter is in place, a PSU is a PSU is a PSU.

    @Hilltrot so after about 3 hours of scanning and deleting threats... there was about 200 of them.. dear lord. Windows is now updating. Minecraft opened no issue. It was a little laggy at first but it smoothed itself out and with a little optimization it should be running fine

    I see. To clear all of this up, she had switched laptops on me and didnt tell me. Which is why the virus scan revealed nothing. Because its clean, but had a celeron processor which explains the performance issues. However, she did start the scan on the actual laptop this time and in a matter of seconds there were already 12 threats found. So shes gonna let the scanner finish, quarantine and delete the viruses, malware, or whatever it has, and then update windows. I'll let you know what happens. 🙂

    It's like the difference between a 3600 and a 3600x.  On the advertisements, the 3600x is faster.  In truth, they are the same chip and can be overclocked to the same point.
