    Considering the 2080ti only saturates PCIe 2.0 by about 8%, PCie 3.0 will be fine with the 3080ti.

    Considering he's 4C away from thermal throttle on a 6 core with a 240mm AIO I think he could do some tweaking to fix it. I've seen plenty of 3600 OCs, and this one seems on the hot side.

    I currently have a 9600K and use it for Photogrammetry and bridge load calculations.  I use ArcGIS, AutoCAD, and Microstation...  I'm thinking of going the AMD route...  So many choices!

    The 3080ti is rumored to be running on PCIe gen 4 (which the i9 10900k does not support), if true, going AMD for gaming would be the better option. If you can, I'd wait until this is clarified by nvidia.
     
    If it uses PCIe gen 3 though, then Intel has the clockspeed advantage and should deliver slightly better gaming performance as they have in the past, but without Ryzen 4000 benchmarks this is just speculation.

    Get a 3900x on x570 given that 1440p you are GPU not CPU bottlenecked or wait till the fall for a 4900x as that should be 10-20% faster.

    IMO as far as price to performance goes, for light-duty a half decent air cooler will give you better value than one of the small thin 120mm AIOs, but for heavy-duty applications you'll still end up having to spend quite a bit to get a beefy air cooler that can match the performance of a good 240/280mm AIO.

    This topic has been brought up repeatedly for like a decade lol, at the end of the day it always boils down to so many variables such as your case layout and most of all your own preference. 
     
    Personally, I just dislike the look of AIOs and prefer an air cooler.

    A quality air cooler will outperform many 240mm AIOs. There are quality 240mm AIOs that will punch above high tier air cooler class performance, but they get expensive, so if we're talking cooler for your dollar, they do lose the battle.

    Both are better in certain applications, both have their reasons for why they may or may not make more sense, in general I have seen high airflow cases affect my CPU temps WAY more than going from air to AIO. So really just getting a good adequate cooler for the specific CPU and a good arilfow case is best in my opinion, this makes the biggest difference. A large air cooler and a good 240/280 AIO are going to be close enough with regards to thermal performance in most cases, so it does not matter much.

    air coolers beat AIOs, for the price. But something like an EVGA CLC 360 doesn't have an air cooling competitor, it's just too massive.

    If you get a 9th gen Intel, you're dead stuck on a dead platform like me. If you get a 10th gen Intel, you're paying extra money for wifi 6 support in a 9th gen based totally not worth it chip. If I were you, I'd have got myself an AMD chip as gaming on 3rd gen Ryzen and Latest Intel chips are same due to higher ipc rates of Ryzen that makes it even and sometimes better than High clock speed intel scips with less ipc rate. And If you are very eager to get Intel, I'd wait for the 11th gen cause !0th gen is a deception.
    Gaming with Intel will give you like 4 to 8fps higher than ryzen but It'll suck power like a drunk and produce enough heat to incrase your room temp up to 3 degrees higher.
    Ryzen is to go for.

    AiO look cool but perform poorly if your CPU it's constantly pinned and the loop doesn't have time to dissipate the heat, they're better for situations where you CPU might have spikes of high temps, like in gaming, or general day to day usage.
    In your case i'd go with a beefy air cooler, like mentioned earlier the Noctua NH-D15 or beQuiet Dark Rock Pro 4, and consider getting a better CPU while you can, if all you do is workbench then consider getting a 3950x or a base line Threadripper 3960x, but overall cost of the build will increase considerably.

    for 3700x/3900x custom loop is not worth it. for the price of custom loop get r9 3950x and be quiet dark rock pro 4/NH D 15
     
    those two aircoolers beat  most of the 240mm aio's

    would suggest getting a Cryorig R1 or a Dark Rock Pro 4 as an aircooler offering. 
     
    if you have to get a water cooler, then the Arctic Liquid Freezer 2. tho i do suggest that people stick to aircoolers for their longevity.

    Note that the IPC of zen 2 is higher than that of intel. About 10-15% better. So when you work out the math, the speed is quite similar per core.

    no the D15 beats the h100i by quite alot in performance. It also rapes the h100i in noise levels, is more reliable, is cheaper and think the d15 looks better aswell. (but thats an unpopular decision)

    I feel like they'd probably not see any significant difference.  When you get to coolers of this quality, it comes down to aesthetics of a water cooler or function and price of an air cooler.

    get a 2700 or 2700x
    Those extra 2 cores and 4 threads will be very noticable difference.
    The stock cooler will handle pretty much.
    My reccomendations:
    Get a 2700/2700x, The wraith spire cooler will work just fine if you don't overclock it past 4.7ghz
    Don't buy a new rx580, get a used one. You'll save quite some money. I'd wait for the RTX 3000 series to drop first and get a 1660 super when price drops as productivity is always better at Nvidia cards
    Buy the samsung 970 evo 256 or 512 gb for boot drive and intel 660p for storage, this way you can get a lot more storage.

    I have an EKWB GPU cooler only because they were the only ones that made a cooler that fit my non-reference design gtx-1080 card, probably wouldn't have purchased anything from them otherwise.  It has worked fine for me but as you mentioned was not cheap, it's hard to judge a companies entire product line on a single piece of their gear.
     
    I will mention though that when comparing the instructions given with the EKWB vs Barrow products, Barrow was terrible.  With Barrow you are basically given the part and need to figure out everything else for yourself.  If your interested in the Barrow parts I would recommend visiting their website.  If you are confident you can figure out your cooling system with the instructions and tech data on the website than go ahead and buy the parts, you will not get anything else in the box that will be useful.
