  1. Did you try booting with only 1 of the 2 RAM blocks inserted? Just curious, since my problem was exactly 1:1 what you're describing
  2. I have almost the same setup and build my first PC yesterday. Similarities: AMD Ryzen 5 MSI B450 ATX AM4 MoBo Corsair RAM 8 x 2 (16GB) I had no output whatsoever, UNTIL --> I removed one of the RAM blocks from DIMM slot 2B - I think - (The second red one counting outwards from CPU). I then booted with only 8gb RAM in the first red DIMM slot and voila - I could now get output to my monitors, Then 1: installed windows, 2: Ran windows update 3: Turned PC off 4: Inserted second RAM block 5: Profit. I know next to nothing about these things, but I stumpled on this tip, decided to try it, and luckily - it worked for me. Hope it works for you as well. Good luck!
