its easy. Many components in your pc need different voltages - as your fans are usually at their max at 12v this is the perfect point! you basically run a 12v power supply & regulate the voltage for other components which need less, for example your cpu. also there are some feedback traces on your motherboard for the voltage regulation. basically would require a shit ton of cables for that. also having the regulation near to the cpu is better. I mean, have you looked at GPUs? They also have a big VRM section on them.

Seasonic Focus plus is a joke of a psu. problems with high transient gpus due to bad protection implementation, annoying fan due to bad temps & seasonic lying about temps.

12v1 25a - atx 24pin + sata 12v2 25a - cpu 12v3 30a - gpu 1 12v4 30a - gpu 2 The Revolution D.F. (or other CWT GPU platforms) is just such a great psu for its price

the 650w has 2 rails dedicated for gpu cables. both have a max capacity of 30a, means 360w. just use one cable on each rail and you'll have no problem what so ever even if using 2 8 pin connectors of one rail.
