    All my drivers are up to date and nothing changes when I apply frame rate caps

    I re-installed minecraft for the first time in ages after I upgraded from a gtx 670 to a 2070 super. However, the game averages around 30-40 fps when I remembered it used to get +100 fps. I have reinstalled the game, windows, java and have tried optifine and windowed mode all to no success. Cpu usage rarely goes over 60% - i7-3770k @3.5ghz and ram isnt an issue as I have 32gb DDR3. This is the only game that is struggling in terms of fps. Any advice would be greatly appreciated.
