Its overrated. PC components today are more resilient to ESD and you don't build up so much (unless you rub your feet on a carpet, work near mechanical equipement, etc.) that can damage your parts. I personally do the touching of a plugged in PSU to discharge myself. I feel many get anti-static straps for peace of mind rather than functionality.

Devil's Canyon (refresh) is in between Haswell and Haswell-E. After Haswell-E is Skylake then Kaby Lake. These are only consumer (not server) CPU generations.

depends on the theme you're going i guess, the sabertooth is grey-ish, doesnt really fit with lots of build
its either black/white, black/red or white/blue most of the times
grey is sort of a dirty colour that goes with all but doesnt really look good imo
red = more FPS

Given the CPU TDP of 54W and 970 TDP of 145W (maybe a bit more when factory overclocked) you're not even half way to 500W. Should be fine assuming there's nothing else really power hungry in the system, and generally the GPU and CPU will be the biggest two power consumers in a desktop.
Even if the CPU then bottlenecks, it would still be faster than the 750Ti which would probably be the old bottleneck. There will always be something bottlenecking.

if you have extra cpu horsepower, obs is a great alternative
but if you're cpu bounded (like using an i5 not an i7), then shadowplay is a great asset for game recording
also @Alexzz_
i forgot to mention that the R9 390 have more cpu overhead than the 970, so if your cpu isnt that powerful, the 970 would do you better

Im a Music Addict and PROUD OF IT! I own an iPhone 5 now and I LOVE IT and if Apple doesn't fix this SHIT... I will NEVER use any of their devices AGAIN. Who cares if its super thin but you have to carry around a lightning to 3.5mm adapter or can't charge while listening to music?!?!?!

ITX for the X99 platform is impractical in my opinion because you wouldn't be able to utilize the PCI-E lanes the X99 platform is known for.
