I'm not surprised to hear about that, even Edward Snowden posted about it in his last tweet. the fact that they hired a person who used to help governments in spying on their citizens tells me a lot about ExpressVPN values but the most annoying part for me is that he was working on behalf of UAE which definitely used his skills to hack journalists and human right activists' devices.
