isn't maxing out power and thermal limits dangerous? im a bit scared to do so. Does it have any negative effects?

Hi, I downloaded afterburner. In every game i get 50-80 percent cpu usage and less than 50 percent gpu usage and not near max ram usage. I researched a lot and could find anything useful. Can you help me with that please?

Thanks for the reply. by saying it slows down my pc i meant it makes me get low fps in games so i dont think it is related to storage devices. My windows and gpu drivers are up to date. Im not sure but i guess i have a ram related problem i have 16 gb ram installed but it only shows that i have 12 gb of ram and 11 gb of usable ram. Nevertheless, i dont think 12 gb of ram would bottleneck my pc that much in games. Do you have any other ideas?
