Ok so I just found the stupidest solution to a problem which is the best kind of solution.
Basically, in that core 2 duo system I put a 256GB SSD in it which is what I have spare, but the thing is that every restart that system tried to poll the SSD for the current spin rate for the drive. Now since its not a hard drive and did not send a signal the system thought it was dead. But if you hit f1 it skipped that check and booted up just fine.
This wont be good since I want to have that box just sitting without any peripherals or monitor so having to plug in a keyboard every time it restarts or I restart it through SSH is annoying.
The solution to this is telling the system that there is no drive in the sata port. This is an option in the ancient 2007 dell bios for some reason and toggling that stops the system from polling the SSD asking for the spin rate in the start because there is not supposed to be a drive in that sata port. But when it sees that there is a drive there it just skips the initial checks and boots straight into Ubuntu.
