Not really a worthwhile upgrade IMO, unless you can get the 7700, a motherboard, and RAM for really cheap. The 1660 would do just fine with that i7-4770.

Hello,
You could go with something like this :
PCPartPicker Part List Type Item Price CPU AMD Ryzen 5 3600 3.6 GHz 6-Core Processor $174.99 @ B&H Motherboard MSI B450-A PRO MAX ATX AM4 Motherboard $99.99 @ B&H Memory G.Skill Ripjaws V 16 GB (2 x 8 GB) DDR4-3600 Memory $82.99 @ Newegg Video Card EVGA GeForce RTX 2080 SUPER 8 GB BLACK GAMING Video Card $663.98 @ Newegg Case Phanteks Eclipse P300A Mesh ATX Mid Tower Case $67.98 @ Newegg Monitor VIOTEK GN27DW 27.0" 2560x1440 144 Hz Monitor $249.99 @ Walmart Prices include shipping, taxes, rebates, and discounts Total (before mail-in rebates) $1369.92 Mail-in rebates -$30.00 Total $1339.92 Generated by PCPartPicker 2020-02-28 02:10 EST-0500
You add your current storage and PSU to the list and sell your GPU (it won't keep up with 144Hz at 1440p).

That depends on how Amazon (or whatever retailer it was) treats the return. If he has to pay for shipping, he should keep it. But if it's from Amazon, they're super nice and will likely cover return shipping. They might even give him a free month of prime for the inconvenience.
