Its stock, i will try to reinstall windows and hope for the best

I don`t think i has anything to do with the clock, because if i only run the game or i debug my application or run heaven or something its fine, the issue appears if on one monitor i run some 3D app (game, debugging, heaven or something) and on the other i run a 1080p video(usualy youtube, i tried with 720p60 video from youtube but could no reproduce)

Hello everyone i need your help, i have a little issue with my GPU and i`m not sure if it`s a driver issue or if its on its last legs. I include a video link, please if you have any idea of whats going on please let me know, i cannot be without a PC(i am a developer).
