oof he paid 100$ for the brand new thing. can he get his money back? he laos doesnt have one currently so he may need to order one

unfortunately the ISO is on a CD that he bought online.

So the ram is seated fine, it starts to download the actual OS, but then right as it gets close to finishing or finishes, it just run to blue screen saying that error.

Howdy folks my brother is building a new pc, and is loading windows 11 onto an m.2 samsung drive on his nzxt n7 b550 board. however, when he puts his key in, and it begins to download, it doesn't finish and gives him blue screen with that error code. everything in his bios seems to be fine, what should he do to fix this issue? it just restarts or reboots and does the same cycle and never finishes loading windows 11.
