Last night Windows suddenly “ran into a little problem” and restarted but now I can’t get past the error page. Seems like an easy fix if I could get into Recovery Mode but I can’t seem to do it for the life of me. Recommendations on getting to recovery mode from booting up would be perfect. I’ve tried shutting off the pc x3 but it doesn’t do it for whatever reason.
That was just something that a friend suggested might be happening. When I do userbenchmark everything is performing at their expectations exept my CPU. (Which is at 2nd percentile)
I think my CPU is bottlenecking but I'm not sure, any feedback and suggestions helps (I'm technologically illiterate)
I have an RTX 2070
Adata DDR4 3000 2x8GB
RM850 Power Supply
(If you need to know any more specs I can figure it out)

I tried my own PSU in my own PC and it worked again so I guess the problem is fixed? I don’t know what the problem was, maybe I plugged some cords into different spots on the PSU?
