Usually when sectors start failing then more will fail soon, so yes consider that drive as dying.

This... I have had false cautions from CDI but I haven't seen that one. Reallocated sectors are sectors that corrupted and were moved (I'm pretty sure?). I would back up the hard drive either to the cloud or to an external drive (or a spare internal drive) because if this escalates it could probably be pretty bad.

That almost looks like crystal disk info isn't reporting it right. Thats a extremly high amount of reallocated sectors if that value is right, and the drive doesn't report that as a problem
Id probably keep using the drive if you don't have other issues and make sure you have good backups.

The B450 pro4 ships with whatever the newest BIOS version was when it was manufactured. You won't know what that date was though.
The B450M/AC, which is basically this board but with wifi, came out after third gen was released, so it will have an updated BIOS.

Bought this system back in 2010. The motherboard and harddisk died so i had to to change them. But this thing runs on win7 perfectly still today and i use it rarely to play games from 5 years ago like fifa 15, nfs the run, COD MW3 etc....just to remember how those days were. I've got a 9th gen core i5 pc as my main rig but i decided to keep that old friend.
specs:
- core 2 duo E8400
- 2+2 GB DDR3 1333 MHz RAM from Team
- Esonic G41 mobo (Bought after the Asus G41 mobo died)
- Gigabyte Radeon HD 6670 graphics card
- Valuetop 450 watt psu (overkill !)
- 120 GB 2.5 inch SSD (bought after the HDD died)
- A DVD rom that still works!
There's also a fully working Samsung 18.5 inch monitor of 1366x768 resolution connected to it.

What’s the point of having this card if the rest of your hardware is not so bueno?
and your probably not gonna have a great experience with a 4th gen i5 and ddr3

A good b450 board is good. If you don’t want to update it all of the MAX motherboards ship with 3000 series bios on it

Likely.
Always check the BIOS notes. But with all I have seen, with a newer BIOS all CPU's will still work (except sometimes certain A8/A10 won't work, because the BIOS flash is basically fully at this point)
Assuming your motherboard does not have a dual BIOS in place, it will brick.
That is why it usually is recommended to connect your PC to a UPS if you have an unstable electrical network where you live (in any case, but mostly for a BIOS update too).

Th extra 8 threads will help with streaming but the FPS in game is very little advantage for the 9700k

If you wanted to upgrade the cpu you would need a new motherboard like the one of the b450 boards if your going with ryzen. If you upgrading to maybe the 1660 or the ryzen 2060 you might want to upgrade the cpu so there is no
bottleneck.
for R$4000 you could get a b450 tomahawk max and a ryzen 5 3600 with a gtx 1660super
