    If you're using a Pre-UEFI motherboard (Intel 6-series or older / 2nd gen core i or AMD Phenom) with
    a modern UEFI only GPU (AMD Navi / RX4xx / 5xx,  Nvidia Pascal / Volta / Turing) then
    this is expected behavior.
     
    Take the GPU out, boot from onboard if possible and upgrade your BIOS to the latest version and try again.
