Sounds like you didn't mount it correctly and should also reapply new thermal paste.

There's a lot to consider, but the Noctua is the superior cooler. If you want to test them you need to set a static multiplier and voltage. Ryzen will boost higher with more cooling capacity so unless you set the multiplier and voltage then you're not comparing apples to apples.

Not good enough balance between speed and capacity to win over SSD or HDD in marketshare. It's just middle of nowhere since SSDs arent that expensive compared to when SSDs are a new invention.

Probably not, saving the money for a Ryzen upgrade is a good idea instead. Basic motherboards and CPUs like a B450m Pro4 and Ryzen 5 2600 are getting cheaper by the month.

I would get a used RX 580 over GTX 1060. Used i7 7700 is not good investment because 4c/8t will be struggle in future triple A games and streaming. You might want to save $$$ and build a Zen 2 or Zen 3 pc.

I don't think disk cloning allows you to select individual files, and even if it does, I would advice against it as some files maybe important for Windows and if you accidentally skip them, then the cloned windows might just not boot or just crash upon boot.
One thing you can do is to get an external drive from a friend, and then copy all the personal files to the external drive and then delete them from the primary drive( the one that you will be using for cloning) , perform a clone to the SSD, check if the cloned windows is working properly, format the primary drive and then move all the files from the external to the primary drive

It isn't really enough to game on, but it is enough to start learning some coding skills. So waste your time building a skill that will allow you to purchase the gaming machine you want.
Put in the extra work now for great gains in a few years. You could even make yourself some simple games. Maybe even some android based ones.
My point is take this as an opportunity to help change your financial future.

I got this laptop for $500ish. It has 16gb ran, generic 120gb ssd and 1tb hdd. At least it is better than shitty hp desktop that my community college use. Take like 5 mins to boot and the thing boot up sounds like a jet engine.

Out of these two it will be a gamble of silicon lottery and there's not much you can do to increase your chances. Outside of these two, maybe a 5700XT or 2070 is better for the same price as long as the cooler doesn't suck because the gains from overclocking is never going to outweigh a faster GPU from the beginning.

i am running a 6600k with my 1070, and even with high oc its bottlenecking it, so i would say 3600 is probably a good choice to upgrade from the 6500.
