That could work but going through that hassle is a lot for something that can be fixed by just running a Virtual Machine

You don't need a monitor to manage and look at it. You can do that from the webUI that comes with that distro.

If it's just a USB mic no it will most likely not work and if it's USB headset is has to be made for xbox one to work

A GTX 460 is a mid-range card from 12 years ago. If for whatever reason you would actually want to spend money on such a thing, eBay would be your best bet. 

Just use the snipping tool built into Windows. If you use Linux your distribution will provide an alternative.

I checked the manual for you, NOT possible. Like i said earlier, very uncommon for TV's.
The only mirror function is to make the TV a Bluetooth speaker. (They call that audio mirroring).
