You need a proper HDMI capture card.

The reason a lot of the old ones are expensive is because they're really a FPGA device and a PCI bridge device.
    https://www.startech.com/AV/Converters/Video/pcie-hdmi-capture-card~PEXHDCAP60L2 $306USD

Where as USB capture devices are usually a fixed-function device that emulate a "webcam" in the host system.
    https://www.amazon.com/Elgato-Game-Capture-HD60-technology/dp/B01DRWCOGA

So you can find cheaper devices, but they're usually laggy and unusable without a splitter to play on an actual separate TV/monitor simultaneously.

Buying something like this will get you wonderful results in terms of video quality. You could go for some really cheap alternatives for around 70 dollars, but you will regret it, when you see the footage. Sadly there is no good alternative, that I know of and I did a lot of research. You are going to have to save up.

what are you talking about. 3900x is much better than the 3600 even in games. its not just about multi-core performance. single core matters too. 3900x has better single core perf so its better in games (not just because more cores = better)

you dont have any hardware encoder afaik (unless APU comes with one, that would surprise me)

so you're basically relying on your CPU to encode.
you only have 4 cores so idk how well would that fare, encoding while gaming at the same time

fastest way to find out is to run a game and stream, i could try help you tweak your obs settings to get a decent fps and stream quality if you'd like

that would mean you're going to have to stream at 1440p for decent quality because youtube uses different CODEC (avc instead of VP09) on 1080p and lower for smaller creator, making their stream and videos grainy

streaming on 1440p is a bit too much for your cpu imo

but you can still try streaming on 720p, see how it goes

also as @gloop mentioned, a 1650 super will help a lot because u can alleviate encoding task to the NVENC, which will free up a lot of cpu resources
how many GB of ram do you have? 2x8GB? or?

well streaming while gaming wouldnt be fun in general unless you plan to play something like minecraft with a 720p stream, but thats about it really unless you get a 1650s like what @gloop suggested for NVENC to help with streaming.

Played for the last 6 months and agree that there are lot of very questionable decisions made by the staffing team which are anti-community and arguably quite damaging to the LTT/LMG brand. Not sure why they would associate themselves with such a damaging server.

It honestly is kinda sad as a long time LTT follower and community member and avid Minecraft player to know that the would-be perfect server isn't so perfect. Obviously you can't please everyone but things like removing the suggestion forum to stop people trying to improve the server and telling players to go elsewhere isn't what was expected from such a nice community as ltt.

I'm kinda curious. What is up with the LTT Minecraft Server?

From my experiences, the moderation team is:
      - Extremely Toxic, acting cruel and unprofessional towards the playerbase.
      - Insensitive, I've witnessed "offensive" jokes being made, arguably racist.
      - Abusive, punishing players for even questioning some of the Staffing team's actions.

It seems kinda damaging to the LTT Brand. What is going so wrong?

Edit: Before the comments saying that this should be on the official minecraft forums at ltt.gg, we've tried communicating on that, and our posts have either been locked, removed, or ignored.

That's a very ATX looking layout. Might as well take a tape measure and check the standoffs.

At a glance, the majority of the screw holes on the motherboard are standard ATX layout.
