New 13thgen build, I was tired of cleanning fans all the time so removed all and took the side glass off. Found it more practical and clean.
Almost got a 3080 ROG White to complete, but I am better waiting the 4070 non-TIs

Do not waste your time learning about audio lol.
Being objective does not exist because there's a huge divide between objective measurements and subjective experiences.
No, there are plenty of ultra-expensive components that measure significantly worse than sub-$100 components.

What do you mean "are there DACs I know that does that" ??
All DACs do that if they have a "Line Out" output. Typically it's RCA (red and white) output.
The DAC that you suggested did not have a Line Out. It only output via a headphone jack, so it had to go through an amplification stage

You did not specify your region, so I cannot help you. You did not even specify if you had Amazon.

    The quickest answer:
Do not bother spending money to upgrade the signal path to your speakers.
At that low quality you're not going to hear a difference.

    HOWEVER:
If you're getting a noisy output from the speakers (likely due to the headphone jack from your PC), then you should invest in a cheap DAC.
I have personal experience with this Behringer UCA202 and can recommend that it will eliminate a noisy headphone jack.
You would then use the RCA (red and white) outputs from the DAC and feed them to your speakers.

No, that is a DAC+headphone amp.
You want a clean analog signal to your speakers.
That device will output an amplified analog signal. This isn't necessarily a bad thing, but you're about to run the signal to an active pair of speakers which will further amplify your audio source. We don't want double amplification.

Typically newer is better for this kind of thing.  look at the release date of the chip.  Even my crappy onboard audio now is better that my 2012 dedicated audio card.

Honestly I'd probably just ditch the mobo (sell) and get this instead:

    https://www.amazon.com/Intel-i5-12600KF-Desktop-Processor-Unlocked/dp/B09FXFJW2F

    https://www.amazon.com/MSI-DDR4-ProSeries-Motherboard-Socket/dp/B09GLD6LYW

You'll get PCIE4 and OC, plus a very capable CPU that can do pretty much anything and won't really limit that 3080.

Having such a low end CPU for a 3080 seems weird.

Your B460 board will do max 2666 with the 1040 and 3200 with the 11400. You can't OC RAM on it, but you are correct that you could with B560.

At 4K? Likely very little to not at all.

Maybe a little at times, but mostly no. 4K put's a lot more load on the GPU rather than the CPU, so it should be just fine.

You already have that mobo? I did not have a good experience with a Gigabyte Z490 board and Rocket Lake. Wasn't stable, latest bios microcode for Rocket Lake was way out of date. If you don't mind getting B560 chipset I know that supports ram OC and is made for 11th gen. Worst case you can replace mobo if existing gives any problem.

Perf wise, 11400 should be fine if your mobo allows you to set a higher power limit. If it enforces the stock TDP it might drop clocks which could impact some performance. 10400F should also be ok with the same power limit considerations, and might be safer option with a 400 chipset.

If you're willing to spend $135 on a Creative device, spend less on an actual quality focused desktop DAC. You don't also need a headphone amplifier. (unless you do? didn't specify)

This laptop can run in a locked and unlocked mode. Unlocked well enjoy overheating and lowered performance. Locked it's borderline ok but the back has to be lifted up.
