For Anyone in Future, who will look for help in Google, and hop in here. Solution is, You can't have 1:1 ratio for Screen, the Screen need to be pulled out a bit, or Zoomed in ( thus some menus in games might be out of your visible zone ) only That way it stops Blinking - ( it can be set in Nvidia Control Panel - normaly is on Auto - sometimes its good to check if flashing starts - mine need to be different from auto ) - that is why the black photo stops blinking - when making zoomed in, some pixels are out of view, so it stops blinking too.

Hi, I have very strange symptoms of my TV (OLED55B7V), since I made new PC to get into 4k gaming, after turning on HDR it starts to Blink With Strong Light It happens only in 4k HDR and only in bright scenario - for example if I am moving a black picture in front of the game, then blinking stops What do You think? Where might be a problem? Drivers? Hardware? Because I am going nuts scratching my head v_v Windowed with OBS Full Screen
