I think you might need new RAM too if you want to upgrade to anything recent. DDR3 is pretty ancient at this point 😛. A good bang for the buck CPU could be for example an intel 11400, you didn't mention your budget though? I don't know if buying a couple of years old hardware is actually cost efficient, if you're buying new.

You could try asking the scalper for the receipt, which you should have asked in the first place to be completely honest with you. For exactly this reason. Or you could try asking the AIB partner (unless it's a FE card, which I guess it is if you asked nvidia) for warranty.

One way is to check the performance tab in task manager, it shows you both CPU & GPU utilization among other things.

I think your CPU is also a bottleneck. Don't know else other than the aforementioned PSU/Mobo that could be the problem unfortunately. But the CPU shouldn't bottleneck that hard I don't think.

Judging from your specs I think your RAM might be bottlenecking you by a huge margin. Is it running in dual channel mode? Either way, that configuration of 24GB is not optimal at all. I wouldn't be surprised if that's the cause of your problems.
 
E: You could try running with only 16 GB and see if that gives you better fps?

It sounds to me too that your mobo is a goner. It probably didn't kill other parts in your system, though you never know. You should probably try contacting ASUS and ask if they can give you a replacement mobo? Probably have to pay for that though if it even is possible. Shitty situation, it being a prebuilt system and all. It probably wasn't a good idea to clean your whole system with that contact cleaner stuff, but what's done is done.

It could be that the thermal paste has dried up. Weird though that your card only goes to upper 60's from lower 50's if that's the case, I would think it would go higher. Anyway, if it's not going higher than that I wouldn't worry (yet). It might be a good idea to replace the thermal paste if it does. Or maybe replace it now, even.

Depends on how much money you have to burn, if you can game comfortably with the 1070ti I would hold off from upgrading @1080p, at least for now. You just have to ask yourself is 700 worth the FPS gain to you.

Wrong. Yahweh has nothing to do with Allah. Muslims did copy a lot of the Old Testament for their "holy" book but they're not the same God by any definition. Allah is a liar for one, and that it says in the Quran. In the Old Testament God says that He does not lie. It's kind of funny actually, would you believe someone who told you they were a liar? And not just anybody either, but "God" Himself. A liar God. Apparently around 2 billion people do. And then they blow themselves and their children up in the name of said "God", among other things. Curiously enough, it says in the Bible that the father of all lies is Satan himself. I don't know if you can draw any conclusions from that. I sure can, when you remember that if there's a God, there can only be one, right? So who's right, Yahweh or Allah? Or maybe you don't believe in either one.

I still don't understand how there can be such a price hike of the old cards. I mean, everybody had their old hardware before the new graphics cards launched, so they had a GPU already. They didn't need to buy a new (old) card. Don't tell me that *everybody* sold their old GPU in anticipation of the new cards. Where is the price hike coming from and why does it only seem to affect the video cards? Is it because of covid or what? Not enough GPU's being produced? But why was there no problem just before the new cards hit then? I just can't wrap my head around it. Feels like some sort of GPU-panic to me, almost like the tulip mania.
