Thanks for the help. I just now put one stick in dimm B2 (normal second spot for 2 channel setup). I behaved with the same problem. I did not do this before as the manual says to only use A2 with one stick. Actually, it does not actually say this, the diagram implies this. So, then best possibility after all this is a bad board ?? I just took one back, different brand, because it would not even begin to power up. No lights, etc. Makes me wish I stayed with Intel chips, but does not really make sense.

ASUS TUF Gaming X-570 Plus WiFi CPU: Ryzen 7 2700x stock settings currently PSU: RM850x GPU: vary basic > NVIDIA GeForce GTX 1050 Current memory being tested: Corsair Veng. RGB Pro CMW32GX4M2Z3200C16 1 stick in slot A2 works okay I guess. Problem with 2nd stick in slot B2: Board fires up, then off, then up, then off, then up and stays on with both sticks lit - but does not get past initial DRAM read (amber light stays lit). Does not get to Bios screen. Is there some option to turn on dual channel mode? First AMD board - never had any problem like this with Intel builds.
