Everyone that contributed i really really thank you. It forced me to learn even more. In the end it ended up being the CPU itself, after all of the suggestions i could still only get 2 of the 4 to work. Miccrocenter swapped out the CPU free of charge and everything is up and running as it should be. Thanks again a ton everyone. Couple of pictures of the rig, just not buttoned up yet, waiting on my cablemod cables and pink fittings.

That's about right I just did one for about 1100 in total for cooling. Thing is custom cards that require custom blocks are expensive, and when you are already dropping money in cooling and getting really cheap stuff is pointless. You will have cleaning issues forever. So do it right, take the hit to the pocket book once if you think your rig is with cooling.

I figured as much, i am going to take a wack at those voltages when i return home.
