a good b450 is the same price as a good b550, so i'd still go b500:

The foundation is solid, but the power supply and CPU cooler are SUPER overkill. Also if you were going to get the 1600 AF or 2600, I would recommend a look at the used market. But have a look at this:

That does bias towards fast low core count.  I’ve heard good things about the 10100 for that.  3300x is also an option but availability and pricing are flakey.   The problem with such a system is longevity is up in the air.
best I can do is this.  There are others that might do better.  Still doesn’t meet your budget.  This is a 1080p machine.  memory is limited to 2666 by cpu.

This is assuming a new machine.  4/8 gaming machines are gettable used.  You can possibly find something in your budget there.  Anything 3770k or newer as long as it’s still 4/8 and k series with a newer gpu should work.

I have the AsRock B450 Steel Legend, and it works great. It's cheaper than the MSI option, and it has excellent RGB for the price. Some people compain about AsRock's RGB software, but I think it's fine. The other motherboards don't come compatible with 3rd generation Ryzen CPUs out of the box, so you would have to do a BIOS update to get it to work with your CPU, which can't be done without a compatible CPU (at least easily). If you want the Ryzen 5 3600, your options are the MSI Tomahawk Max or the B450 Steel Legend, and between the two I would highly recommend the AsRock B450 Steel Legend. However, if you want to get the Gigabyte option, you could get a Ryzen 7 2700x, which has pretty much the same specs as a Ryzen 5 3600 and costs a bit less too.

If you live near a MicroCenter, you can get lots of stuff cheaper.
Otherwise, I'd recommend something like this:
Of course, you can change case/storage config as you wish. It might be worth spending the extra $50 for a 1TB SSD, but I wouldn't recommend going under 512GB
