idk anything about electromagnetism and I'm starting to lose hope

I think we're mixing problems, for me AA is only the tip of the iceberg. What bothers me is that in all games, less than 10 meters around, textures do not render, objects pop-in without more, there isn't any level of detail on all games in ultra configurations. Before I played many years only PS4, i didn't notice any of this. Now its in all devices, in all youtube videos, everywhere but not for the people hardware, we see this problem everywhere because we have the problem, and directx don't affect youtube in anything.
It can't be directx.
What's the only way of communication of PC, PS4, and mobile phone? Electricity.

And where's the problem?  Electricity problem is hilarious?  How my pc got this problem and then ps4 and phone also?  Don't blame people who buy expensive cards because they don't have this issue. This problem affects lesser than 1% people. 

You are wrong, so wrong. Ive watched hundreds of devices and never seen any issue like this. This isn't a directx thing. Try to watch a film or a vid on your pc and look close the hair of people or some lines. Same of the problems appears. Jaggies and flickering...

I think you're the clueless thinking the problem is caused by directx.

I said it 4 years ago, i will say it again, it happened overnight for me, that has nothing to do with my eyesight, or electricity. I didn't change any hardware, i didn't buy a new computer, i didn't change anything, it happened suddenly, period. On games i logged hundred of hours. It's not like it appeared gradually, it would have not shock me that bad, just like so many others.
 
As for happening it on console, tv or smartphones, i don't know, i mean i have an xbox 360 and it's 720p. My tv screen is old af.
 
It's clearly shaders problem to me, maybe wrong scale too, got no idea. It affects lighting in every game, which render awfully a lot of other graphical aspects.
 
 

I have 100% proof that the problem is in Electricity: when i turn off the PC completely from power just for one night the graphics in game became better(i can see it clearly in Warcraft 3 for example on Priest Night Elf hero`s bow and model). To reduce this issue you should turn off your PC completely from power when you don`t use it.
But the only REAL solution for me is to move to another house with another power company. I know exactly that this house(in which i live) is supplied with electricity by an awful company: electricity turns off when in another house just in front of me electricity works nice. But i can`t change the electricity company: i am the only gamer in this house, and other 100+ people that have flats here don`t play games i think they are old or boring normies. So like i said i`am going to buy a flat in another town this summer and i hope there will be no such problem in that town. 
You can create and sign some petition for changing your electricity company in your cases if this problem is important for other people that live in the same building as you but for me it is not the variant: i think i`am the only gamer in this building.

Oh, and BREAKING NEWS: "Dying Light" has no Issues at all on my system, perfect Shadows, perfect AA - any other with this game who can confirm this?

Well, I can just tell how it looks in my games... Half Life 2, Assassins Creed 1,2, like I said old games are looking okay for me. I meant games older then 2011, which means made BEFORE 2011. I don't know why you tell me about games which are made after 2011 and are obviously ugly as shit, I totally agree with it. Witcher 3 looks ugly for me too.
The SMAA thing is: In Assassins Creed black flag you can choose between TAA, MSAA, FXAA, SMAA  (when I remember correctly) and every mode creates incredibly ugly flimmering in trees and bushes EXCEPT SMAA. In the outer worlds in a total nightmare. Every Hair has those flimmering, and the game just offers TAA. So, its unplayable. In mad max you can improve it when you deactivate the game own anti-aliasing and use reshade to use SMAA (for me). But sadly, it doesn't fix the shadows.

and how about i have this issue on ps4,all phone in my house, all tv in my house...

I repeat, again.  Try to use stadia or geforce now, the games are running in external hardware. Same issues as your pc. Not hardware. 
 

4k or 8K or whatever 'K' you apply to this issue in future, you can't fix something that's causing texture pop ins, Flickering shadows, Flickering AA, Low lod, Everything seems blurred in distance, Bad(washed out) colors, Increased brightness, jagged font in windows, Everything jagged on screen, issues in videos watched on youtube, Blur in overall image even in bios logo, issues that exist outside of games even in TV, phones, Console, etc. These are just few symptoms. I could leave this new affected city and go back to my old city and get crystal clear graphics. So why should i even upgrade my display when i know for sure that i used to get amazing graphics with same display in my old city? 

Seriously are these guys even listening to the symptoms that we have? I doubt that they are listening at all. Either they don't have similar issue as us or they don't realize the ground realities that this issue exist in all devices at home. Maybe the intensity of this issue is less for them that's why they don't see this issue outside of games. 
 
I have shared it before that a simple UPS can't fix all issues in Electricity. So stop saying that if i'll use UPS and still get it then i'll conclude it's not Electricity. If you don't wanna accept this information from me then atleast listen to these videos from power quality experts. Do they say we use UPS to fix everything?

electricity theory is dumb shit as i mentioned before guy made absolutely new pc with top tier components with ups stabilizer and nice electricity in his apartment since his father is an electrician. you can make for your pc a hat made of foil, maybe that will help with interference resolution was always there, just wasnt looking for it, that's my thought ( what else could it really be man? ) not a hater, also looking for something like a solution, but all these theories are proven to be wrong over those 120+ pages of this thread

They are not going to do anything because this problem affects few users.
And I insist on electricity cause one day appears in one device, next day you have this shit everywhere.

Same,  but horribly all the times. 

A Windows driver don't infect mobile phones and consoles.  
The only thing in common is electricity. 
But, if you move to another place maybe your devices could work normally(as some people here)  or maybe not(as most people including me) 
But why I never had any problem like this playing videogames for a loooong time?
