My credit to this subject is I'm planning to get a smoking hot 5800x and I"m researching how to undervolt/underclock the beast so its not reaching its crazy 90 Celcius. And one of the tips for my beefy CPU that should apply to a 3000x AMD cpu too is to use a balanced power mode. Cause its already a really powerful CPU, meaning you don't need to necessarily squeeze every ounce of power out of it. ESPECIALLY If you are gaming which should be mostly single thread computing.
Essentially balanced mode for both of our CPU's should be plenty of power and processing power for gaming. High performance is something that one should really only use if you are going crazy with Over Clocking. Or are trying to force the last bit of graphic processing on like 4k.
All in all balanced mode should bring down the thermals down a bit and should allow the CPU to have a bit more head room to boost up its frequency without thinking about the thermal throttling its third core.

Test your components for damage.
For CPU I use Cinebench R15. My CPUs can equil the online scores so I know they are ok.
For GPU I use Heaven. I am looking at how much power is used. If the card can reach the power limit set. and what mhz the card will run at.
I only know 2080 ti RTX cards but they are known to get stuck at 1350mhz and have to be RMAed. There may be something similar with the 2060.
All these are connected to the motherboard and 9 times out of 10 it is the motherboard that takes damage so testing on another system helps as well.

Its likely your CPU is operating at around 3.9-4Ghz from its 4300-4350Mhz boosting. Due to being hotter with the stock cooling under load.
Another cooler to keep it cooler will bring higher clocks and less performance drops.
I would say you have a 10% less CPU performance from being so warm at load. (Give or take 1-2% due to many variables)

So it's not the voltage
Try reseating the cooler and re applying thermal paste
A stress test itsnt always accurate so it nothing fixed it and the temps kept being at the 90's ( in a stress test ) then just monitor your temps while your doing your normal load
If it's fine then it should be good for the most part

You could make that to run automatically at startup. Using scheduled tasks.

Incidental power drop most likely won't destroy your hardware, but a power surge will, like getting hit by thunderstrom.

It will depend on what's happening on screen. RDR2 punishes hardware like your character whipping his horse

I agree with this, he also recently had an issue with Windows only detecting 2 Cores from the R5 3600 until he installed Ryzen Master.

Hope you're using AMD software to monitor the temps as the way they're measured on the APU range is a bit weird. Also how likely is a AIO to leak? I dunno, it's pretty rare, like the most popular hottest girl you know asking you out, not impossible but probably not going to happen...

Just Installing the Ryzen Master software fixed the issue
now i get 80 ups in valentine in rdr 2

ok so it is the grey label which is not as bad. but still, for a gaming PC, it's not a great selection. If you have some funds left over, consider a PSU upgrade too. Something like a CX550 is a good call.
