Does he really need any peripherals? And I think that the ram could be a bit cheaper, unless he would want the RGB and like you said, he should remove the noctua cooler and stick with the stock one because I doubt that he would be doing any sort of overclocking on his first PC. Maybe down the road, lets say 2~3 years of gaming and his machine starts to slow, he might want to overclock then. With all the money he would have saved by removing the stuff I suggested to remove, he could possibly fit a 3060ti in there if he could get his hands on one. It has better RT and DLSS.
