I've already updated it to the latest bios, still no post

I've recently got new cpu mobo and gpu for my old pc, and it just won't boot. My specs are; Ryzen 5 3600 Asrock b450m hdv Sapphire rx 5700 xt Zalman 500w gold 16gb ddr4 ram 250 ssd 1tb hdd Im really stuck guys and I need help, I don't think it's the mobos problem since I manage to boot it with an old amd cpu and checked if the bios are ryzen 3rd gen ready, it is and it also says in the box. I've tried clearing cmos, battery, removing reset switch, I've actually removed all the pins except the actual power pins The pc powered on one time out of 20 times I've opened it and I even manage to play for hours. Is this cpu dead on arrival? Please help
