I recently built a new Ryzen system

GPU: AMD Radeon RX 5700 XT Sapphire Nitro Plus
PSU: Corsair CX750M 80 Plus Bronze
Issue: After having a power outage, computer did not post on the first few times turning it on, even though everything would light up inside. I noticed that the CPU light was on, on the motherboard. After a few hard restarts to see if it would kick itself back on, it finally came on. It took about 5 minutes to get to the Windows home page and another 2 minutes to log onto my desktop. I have attached pictures of the BIOS and of what my desktop looks like on initial login. I checked to see if all of my components were being recognized and they were. This only happens on the first log in if the computer has been turned off for a while. I ran a hard drive repair, following the instructions on one of the pinned posts up top but that did not fix the issue either. I've tried my computer both with the stock settings (no overclock on the CPU) and with an overclock, and the issue stays the same no matter the state. Is there anything I can do besides a fresh windows install MSI_SnapShot_00.bmpto try and fix this issue? Thanks in advance, sorry for the long post.
