Yea it's a new epidemic for China and they are a vital country now for trade for the rest of the world since China is the world's factory now. 

In that case I think the noctua IPPC one would be good. You could go cheaper but these are quality fans. They go up to 3000RPM but at those speeds you are looking at a loud fan. They have PWN so you can adjust the speeds to your fit.

Only if you are planning on doing LN2 overclocking with a 3950x.  If you're planning on running it stock, or with mild overclock, or even with heavy overclock (and you have good case airflow and some air passes over your VRMs) than your current board is more than enough.
