I can recommend the AOC 24G2U. Those are 1080p 144Hz IPS Panel and flat. I'm running 2 of those for a few weeks now and they are great so far

Try the AOC 27G1G4 it's a 27" 1080p 144hz curved monitor... It's not HDR but it's decent enough and well within your budget.

I'd boot into a live usb of ubuntu and check the smart data
I've also had problems where the installer will freeze because of a bad memory dimm. Try just running one at a time

For most cases, any decent PSU with a single cable is no problem whatsoever. I use a single Daisy chain for my graphics card.

You don't have to use separate cables, but it is preferred and can especially help when overclocking.

Like @PopsicleHustler said your one radiator channel looks pretty damaged and I would be more concerned about that then not being able to run 2 fans on the radiator. To simply answer your question though yes there's technically nothing wrong running 1 fan on a 2 fan rad you just loose some cooling capacity.
