When the card goes under load during game play the temp is around 67-71 degrees

I know I’m not running the best of hardware but what I’m experiencing doesn’t make sense. My old card is the sapphire r9 270x 2gig and was getting a stable 60 FPS on gta 5. i installed evga gtx 960 4gig card and current drivers I’m getting unstable 30 to 50 FPS nothing else has changed in hardware. What could be causing this???

I have a pc running my Plex server currently running a cool master evo 212 cooler on the cpu. My question would this system benefit from water cooling and could the water cooling be left running 24hours.
