GPUs are more efficient than CPUs. But every bit helps!

I'm using my R5 3600 with a GTX1080 Sea Hawk which tops out at 55C, not many CPU jobs but GPU has been pretty consistent, I'm getting something like 450 to 500K point a day. 
 
Wanna see if I can find some cheap mining cards when I'm paid tomorrow to set up another rig.

i just installed a card thinking was a network card and my pc is death, no boot no signal no psu start nothing.
i try everything but nothing worked
i unpluged all made a clear bios pull out the bios battery also scorting the psu connector for make it start being sure that's not the psu full death
everything a noob can do, but nothing
the card i install is a hp lightsout 100 and i went to know after all this trobleshooting that's not a network card
what can i do for fix the problem?

That I'm not sure of.  Every bit of research I've done has suggested this only happens with "mixed refresh rates" so I would have assumed matching rates wouldn't...
Closest I ever got to matching refresh's was down-clocking my 144Hz panel to 120Hz, hoping the 'common denominator' with a 60Hz panel would help, but it didn't. I never tried going all the way down to 60Hz on both of them though. After testing with various GPUs, for me it was simply easier to use a single high-refresh panel. All my stream monitoring and media consumption is done on my mobile sitting next to the monitor. 
 
@Mick Naughty - it's an issue with Windows, not the hardware. When I tested this with my previous system, I used combinations of R9 390, GTX 1050 Ti, along with the 4690K's iGPU. All of them produced this stuttering, regardless of which GPU was driving which monitor. Displayport, DVI & HDMI all were affected. But, as OP said, it's only when there's a 'load' going to the other monitor - usually video. 
 
So, I think I found the video I had seen before. Steve calls it Frame Times (i thought it was frame pacing). Just now I only watched the first 5min or so of this video, so I don't know if they discussed Window's problem in it or not, but it does describe the root issue here with FPS versus Frame Times. And they do address right away that this micro-stuttering with Frame Times is perceptible.

That looks way over what’s possible to achieve on bclk oc. If you really want to play with oc try to get k series cpu and than oc as far as possible but safely.

There are some issues with baseclock overclocking haswell processors on Z97 and Z87. Basically, in simple terms, the baseclock is tied to more than just processor speed. When you overclock the bclk you're also overclocking the memory, sata, and pcie (not 100% on pcie). This often will cause instabilities and problems in other parts of the system that were not initially intended to be messed with. For that reason, multiplier overclocking is the only really recommendable overclocking on intel cpus for many generations predating Skylake. Skylake is different, because the baseclock was unhooked from the rest of the system. Sadly for you and haswell, the bclk is still very much tied to the rest of the system on haswell.
