850 watt unit is not available in my location and 1000 watt seems overkill for my setup. Also out of my budget range. Budget is somewhere within 80-100 USD mark.

Hi Guys, Planning to upgrade my power supply. Current system specs are as follows: CPU: Ryzen 1600x GPU: Zotak GTX 1070 Ram: 2x 8GB corsair Vengence LPX Mobo: MSI B450 Tomahawk Storage: 1 kingston SSD and 1 seagate hard drive Cooling: 240 mm AIO for Cpu cooling and 5 antec spark fans and 2 led strips Planning to replace CPU and GPU to ryzen 3600 and RTX 2060 super or RTX 2070. Need a PSU recommendation since my current PSU is ~7 years old unit from cooler master and gets very loud under load. Should i go with Corsair CX650M or Thermaltake Smart BX1 RGB 750W. Feel free to recommend any other unit that will fit my build. PSU need not be modular or have black/sleeved cables as case has a power supply shroud and i have cable extensions. Silence and budget are the main criteria.
