If you've got a tiny case then you should consider that 2 loops will also require 2 pumps and 2 reservoirs.
Or just 2 pumps at the very least.

For normal use? No
Just some airflow will more or less elinimate any thermal barrier the drives may run into in very, very long write/read sessions.
Otherwise any small heatsink will do the trick

Maybe the smaller one would get hotter if they both had a heavy load?
Cool the one that will hold the OS / get the most usage. Size shouldn't make a difference.
