Multi tasking as in having alot of game clients open aswell as google chrome tabs open + streaming/recording aswell I was thinking of getting the 3950x but not sure if i should got 64gb 3600mhz 16cl ram or 32gb 3600mhz 14cl ram How would it affect a ryzen 3950x cpu`?

like if my ram was at 90% load all the time ( max ram is 32g ) that would leave 3.2gb not being used and 28.8 being used: would that cause the fps drop or is it only when it reaches 100% load as in you run out of memory

What % does ram load affect fps? as in when does your fps in games get a negative impact due to to much ram being used? example: 26gb being used but my max ram is 32gb would this cause my stability/fps to drop? 0-100% ?
